Carmen joined UPLAND in November 2025. At UPLAND, Carmen is strengthening her skills in the interpretation of land use regulations, the preparation of legislative planning policies, public engagement, and GIS analysis. She brings valuable public-sector experience from the Ontario Ministry of Transportation, where she contributed to policy initiatives supporting the expansion of Ontario’s intercommunity transit network. Additionally, her time with the Nova Scotia Department of Public Works provided her with hands-on experience in geospatial data management, field data collection, and spatial analysis using ArcGIS software.

She holds a Master of Science in Planning from the University of Toronto, where she specialized in social planning and policy. Her graduate research focused on transit equity and mobility justice, examining how transportation policies and investments can perpetuate systemic inequities. This work strengthened her commitment to advancing inclusive, equity-driven design and policy solutions that ensure transportation networks are accessible and responsive to the needs of all users.
