Halifax Shopping Centre Annex Redevelopment
In the spring of 2025, UPLAND was engaged by Primaris REIT to prepare a planning rationale and lead the neighbourhood planning process for the redevelopment of the Halifax Shopping Centre Annex in Halifax, Nova Scotia.
The Annex site sits on a portion of the West End Mall Lands within one of Halifax’s Future Growth Nodes, which are large under-utilized sites designated for comprehensive, highdensity redevelopment. The site and its surroundings are dominated by commercial plazas with large surface parking lots, creating an uninviting environment. After redevelopment, a new mixed-use neighbourhood is proposed to replace the existing commercial plaza.
The redevelopment will include townhouse-style units, and four high-rise residential towers. The building podiums also include commercial and office spaces, as well as a large high-quality community space to potentially be used as a library. A public park is also included, along with significant active transportation infrastructure.
A significant feature of this development is the integration of the Mumford Transit Terminal which also currently exists on the site. The building is proposed to extend over the terminal, creating a high-quality canopied waiting area for passengers. The development will also include new pedways throughout the neighbourhood connecting to the transit terminal. This makes the development Halifax’s first true transit-oriented development.
UPLAND is now ushering the proposal through the municipal approvals process, which involves a neighbourhood planning process for the entire Growth Node. UPLAND will also provide landscape architectural services for the project.
