Trinity Plan Review
In the summer of 2022, UPLAND was engaged by the Town of Trinity to review and update the Town’s Municipal Plan and Development Regulations.
Like many Newfoundland towns, Trinity’s modern existence was based on the fishery, as well as trade with Europe. As the fishery declined so too did the town. In the late 20th century the town focused its efforts on heritage preservation and enhancement, and the attraction of tourism. A series of successive planning efforts were successful in enhancing the town’s built heritage assets; however, the implementation of architectural requirements was challenging in the context of limited town resources.
UPLAND worked closely with Council, the tourism industry, and residents to update the Town’s planning documents in a careful and deliberate manner. Key goals included enhancing opportunities for more housing outside the traditional heritage area, ensuring heritage architectural requirements and processes were easy to understand and apply, and maintaining a thoughtful and sustainable approach to servicing.
Resident feedback was proactively incorporated into successive drafts throughout the process, resulting in a quick and efficient formal adoption process.
